How would I go about creating a system that does this? It's very
similar to what Napster does with it's "Music to go"?

1. A music server will contain unsecured music files. 
2. The files will be converted to a Secure File onto a Flash Drive
along with a 45 day license to play those files.
3. The contents of the flash drive, including the license file will be
loaded onto a remote computer
4. The software in the computer will be licensed to that particular
computer and will be the only software that understands the license
from the flash drive to play the music.
5. After 45 days, the dongle will be refreshed with a new license and
more music files
6. All of the old music, plus the additional music will be playable
for the next 45 days?

I?m looking for white papers or documentation on how to do this. It
could either be free or paid. I need to get enough information on the
subject to design a system that will do this so I can speak to a
programmer and have them implement this functionality. I will need
enough information to create my own system?s white papers to place
into my business plan.

I just wanted to add that the description I gave for the workflow is
not necessarily exactly how it needs to work, I just know that that is
how it works for some companies I've researched. But I need
information on how to implement this kind of system. White Papers,
Resources, Experts, Documents, etc...
