My 2000 Camaro turn signal is not working.  The indicator lights up
but they do not flash or blink.  The front and rear bulbs appear not
to be burned out, however they do not flash.  What can I do and is
there a quick way to troubleshoot.

If your car is like the older ones, it has a small cylindrical item
under the dash called a turn signal flasher module. It's purpose is to
interupt the current for the turn signals and emergency signal. It's
easy to install and should cost around $20.
