1.  Is it possible to hold an election and have a union recognized and
the representative organization when there is no recognized collective
bargaining.  The entity is a municipal organization, so the Mayor is
not required to go to the table to negotiate and has indicated that he
has no intention to do so.  So, can we hold an election and designate
a bargaining unit and a representative organization without collective
bargaining?

2.  If you can accomplish the above, what are the benefits to doing so
and are there any drawbacks to doing so?

3.  If you can accomplish number 1, what are the steps, citing authority>

What jurisdiction are we talking about? US? Which State? Australia?
Canada? Somewhere else?
