How can the resolution of Question ID: 733848 be so elusive?

Maybe if you upped the price to $200 ... ?

Good question.  You could have just posted a clarification or comment
to bring that question back to the top of the stack.

Just a thought:  Maybe when the system went down, they reverted to an
earlier (maybe prior to start of G-A) version that was not so clever
and didn't have the email advice service.

Does anyone remember if the FAQs once had a question such as:
"How will I know when my question is answered?" that mentioned the email service?

They don't now, nor mention the possibility of foregoing emails when
one posts a question.  But I have forgotten when or where in the
process that appeared.

Anyone remember?  IF the FAQs did have such a question and it has be
removed, that suggests that the emails are gone forever.

Have you checked 'My Profile' recently?

I sincerely wish I could help, but, as I've said before, Google
Answers Researchers know no more about this than y'all do. We know the
notification system isn't working. We do not know why, and we do not
know when it will be fixed. I'm not being evasive. I honestly do not
know. Nor, I believe, does any GAR.

Unfortunately, the FAQ still makes reference to an email being issued
when an answer is posted:

Well, at least that suggests that they haven't entirely given up on emails.

"Google's mission is to organize the world's information and make it
universally useful and accessible"--but that does not include
information about the internal workings of Google itself.
