They list a license number on their legal page. Have you some reason to doubt it?

This may be legal in Russia, as with many other things in Russia, but
how about the rest of the world?

They are selling 9 cents/song, how much of that goes to the records
company or the artist?

The act of buying does not constitute copyright infringement.  The act
of 'selling' copyrighted materials without having the licensing and
distribution rights is (in most countries anyway).  If there is
copyright infringement involved, its the website, and not you, that
could be in potential hot water.

Try telling that to the RIAA.
