Will a state that does not participate in the DLC still have a
national network of CDL drivers using systems that check on CDL
drivers like CDLIS AND NDR. For example will the DLC state's know I
have a CDL in another state if I apply for a regular license in a
Mi,Wi,Ga,Ma. I think those are the DLC states.
