I am a 42 year old deli counter worker.  I have a strong fine arts
background and I want to transition into the computer graphics field. 
I am looking to secure an internship and to attend an inexpensive (I
already have tremendous student loan debt and I don't want more at
this juncture) graphic design certificate program for this in my
area...I have looked for both without success...most of these programs
are geared for highschool aged kids.  I live in Washington, DC.  What
are ALL of my options in reference to this?

When I say "strong fine arts background", I mean school only...no work
experience; no gallery exhibits or showings...no current or adequate
portfolio presently.
