Can someone at Google provide me with a list (in excel or access) of
all the apartments in Michigan, including name, address, units,
picture etc?

Michigan has more than 4.4 million housing units, 18.8% in multi-dwelling units:

No, the information you ask for cannot be provided  - and certainly
not for the $1.50 a Researcher would receive for answering a $2.00
question.

Your question was initially locked because the word "google" appeared
in it, not because a Researcher was attempting to answer it.

Now I have spent longer than a Researcher should to answer a minimum
priced question, but this is just a free comment.

Thanks for your comments,  I didn't realize that the cost to answer
the question and to receive the data was one in the same.
You are impling that I would only pay 1.50 to receive this information, not true.  
More importantly why can't it be provided, please explain.

Well, I quess your question could be answered by "yes" or "no"  - and
then would not be underpriced.
If your read the FAQs and Terms of Service, you will see that private
addresses (web or street) cannot be posted here.  If you not asking
about personal names and addresses, the task is still enormous.  I
doubt that a G-A Researcher would take it on, even at the maximum
price of $200, also because they shy away from questions asking for
all of something, a very difficult target; there is no way of knowing
that all apartment buildings in Michigan can be found on the web.

But I may be wrong.

Thanks for your additional comments,  The question I posted was my
first time using this service.  After further review and your comments
I realize this service is probably not the vehicle to use to get what
I am looking for.  Thanks again.
