There was this documentary on cable about supposedly the stingiest man
in Britain.

He’d save money by doing the most outrageous things, like switching
the car off while driving downhill to save petrol, stashing public
toilet paper in his pockets, passing on a postcard to a stranger to
take home instead of sending it, and so on.

Who is this guy, and what is he up to now?

I'm sure this isn't what you're looking for, but the only reference to
"stingiest man in Britain" that I could find led to this web site:

If you scroll down to the article on "Sir Mick Jagger," you'll see
they mention that he's often referred to as "the stingiest man."

I found a reference to the stingiest man in Pennsylvania, as cited by
Jonathan Ross, of the BBC.

Peter (last name unintelligible, something like 'Noaleck') is so
stingy that he washes and re-uses his dental floss. Bleh.

This isn't your stingiest Brit, but it's pretty funny, and worth a
listen (click on "Hear about the stingiest man in the world")

I tried researching this at British media sites and, like
kriswrite-ga, found Mick Jagger's name popping up -- repeatedly! It
seems Sir Mick has won the title of "Stingiest Man in Britain" over
the eccentric guy you're seeking.

Sorry I couldn't find the person you're looking for. If you can
possibly remember the network that aired the documentary, you could
contact the network directly. Some networks do a fairly good job of
trying to answer viewers' questions.
