set up the Format of a new Email Newsletter that I want to publish for
a Service Club with a limited mailing list.  I am located in Seattle,

Nearly any web design company should be able to accomplish what you
are looking for.  I have contacted several web design companies in the
Seattle area.  The business listed above meets the criteria of your
question and due to the timeliness of the response and price listed
seems like a very good candidate for what you are after.  I am waiting
on responses from a few other companies.  I image they will be much
more expensive.

I do offer newsletter template design services. I've created several
in which a web page is created and then the client submits it to their
mailing list subscribers.

The cost will depend upon the design complexity. Since e-newsletters
typically need to be fairly clean and small in file size, the average
costs have been around $175-$200. I also can make edits to the
newsletter for future editions, or the client can do so themselves if
they're comfortable with html. Edit fees vary depending upon content
changes, but can average around $25 for text changes.

Google's email notification system is broken.  They are supposed to be
fixing it.  It is an inconvenience for the researchers as well.
