I'm doing research on youth hostels and was hoping someone could help me out.

What I'd basically like to know is:

1)  Can anyone open a youth hostel?

2)  Is there an accreditation process?

3)  What would happen if someone opened a hostel without registering
with Hostelling International?

4)  What are the basic requirements for owning and operating a youth hostel?

5)  If someone opened a youth hostel without the proper credentials,
how quickly would they get shut down?  Who would do it?  Hostelling
International?

What are the zoning and building dept. regulations for opening a youth
hostel in Venice Beach, CA?

Alex,


A hostel is simply another way of saying 'hotel' -- in your case, most
likely an inexpensive hotel for travelling youth.

There are no shortage of requirements for operating such an
establishment -- a lot more than just zoning and building
requirements.

But much to Los Angeles' and California's credit, they have organized
the requirements in an easy-to-read system known as CalGOLD.

for business types:  Hotel


Depending on the particulars of your hostel (for instance, whether you
do any construction, or hire employees) you may need any or all of the
following:


From the City of Los Angeles:

Building and Construction Permit

Burglar Alarm Permit

Business License

Fire Department Permit

Industrial Wastewater Discharge Permit

Land Use Permit

Zoning Approval




From Los Angeles County:

Business Personal Property

Fictitious Name Filing




From the State of California:

Corporation, Company or Partnership Filings

Occupational Safety and Health Information: Businesses with employees
must prepare an Injury and Illness Prevention Plan

Registration Form for Employers

Sales & Use Permit 

State Income Tax Information

Waste Discharge Requirements 

Workers' Compensation Information: Businesses with employees must
maintain Workers' Compensation Insurance coverage

Employer Identification Number 

Proof of Residency Requirement
