Alex,
A hostel is simply another way of saying 'hotel' -- in your case, most
likely an inexpensive hotel for travelling youth.
There are no shortage of requirements for operating such an
establishment -- a lot more than just zoning and building
requirements.
But much to Los Angeles' and California's credit, they have organized
the requirements in an easy-to-read system known as CalGOLD.
The requirements for hotels are listed here:

CalGOLD--Business permits and other requirements in the City of Los Angeles

Depending on the particulars of your hostel (for instance, whether you
do any construction, or hire employees) you may need any or all of the
following:

Industrial Wastewater Discharge Permit
Land Use Permit
Zoning Approval
From Los Angeles County:

Occupational Safety and Health Information: Businesses with employees
must prepare an Injury and Illness Prevention Plan
Registration Form for Employers

Workers' Compensation Information: Businesses with employees must
maintain Workers' Compensation Insurance coverage
and lastly, from the Federal Government:

Additional information on all these items is available at the CalGOLD
site by clicking on the appropriate links.
I trust that's the information you needed. Best of luck from an old hitch-hiker!
