How would I configure OpenVPN so I can tunnel from my home
computer,that has a static public IP, to my NAT'ed internet connection
at work.

Extra Details: I am computer and linux savy I just can't get the
details right to make this work. My home computer assigned to a static
public IP, I know how configure my firewall. Both computers run Ubuntu
6.06. My work network admin is cool with this, he just won't set any
port forward rules just for me. I already tried this howto
http://lists.leglug.org/pipermail/leglug-users/2005-May/000077.html. I
couldn't get it to work, plus I would rather use UDP than TCP.
Example /etc/openvpn/configuration.conf files would be awesome.

Note that you're basically trying to do the reverse of what the link
is describing: you want to open a VPN connection from home to your
work PC; he describes how to do the opposite. IMO this is not possible
unless you have port forwarding or a VPN server set up at your work
firewall/router because of the NAT situation.

Having said that, a similar configuration should work if you open the
VPN connection from your work PC to your home PC and leave the
connection open, as the tunnel works both ways. You can't just switch
the client/server configuration steps though because you're still
establishing the connection in the same direction as he does. I think
all you need to do is change the routing information at your home PC
end so it knows the default route to the 192.168 address (in his
example) is through the VPN 10.0 address. However I'm not a researcher
so can't get paid and don't have time to spend to make sure.
