I would like to find studies or survey results of the effect of
property rights laws in Florida and Texas on the bahavior of local
governments. Specifically, did the requirement that governments
compensate property owners who might experience a reduction in
property value due to new regulations cause cities and counties to
forego adoption of new regulations? I only want references to studies
or surveys that I will actually be able to acquire and read. I don't
want anecdotes or references to studies/surveys that are not
accessible. I don't want analysis or commentary on these
studies/surveys, I just want to be able to read them myself. The
specific laws in question are as follows. Florida's Bert Harris
Private Property Protection Act and Florida Land Use and Environmental
Dispute Resolution Act and the Texas Real Property Rights Preservation
Act.
