I use time warner digital cable. channel 77 is unassigned by default,
and instead displays my building's video camera feed of the lobby. 
how easy is it to use tivo to record this feed?  I don't plan to buy
tivo unless I can do so fairly easily (I have mathy and programmy
background, but don't want this to be a huge timesuck).

If you're only interested in recording the CCTV feed, I would suggest
buying a professional CCTV digital recorder. For around $400, you can
get one with about 160GB of storage. If you get a tivo, you'll have to
pay a monthly fee which adds up to $200-$400 per year.
