A lot of calendar programs run wav files as a reminder, but I want to
have a program start instead. I don't know any programming so please
make the reply fairly detailed.

The functionality you want needs to be built in to the program
you're using. I can point you to a program that I use that runs
any program you like on the day(s)/time(s) you specify, but it
is not integrated with a calendar, as such.

If you are using XP why not just set this up in your task scheduler?

All Programs/Accesories/System Tools/Scheduled Tasks

(You can move your Scheduled Tasks to your desktop for ease of use)

If you want to use your specific program that runs .wav file. I have a
solution only and only if that program opens your default windows .wav
program such as winamp. if it opens its own sound program, it wouldn't
work. Let me know if you want my answer.
