What is a "subscription based" mailing list?

A subscription based email list would be one where the end user has
opted in and therefore may lead to a higher likelihood of your email
being read.

A subscription based e-mail list is an email list that is updated by
the people who own it.  Rather than a "opt-in" list where the user
submits their own email to the list.
