In a per diem that has M&IE  What are incidentals?

Incidental expenses can be anything outside the defined categories. 
Typical expense charts will show:
*  lodging
*  meals
*  telephone
*  car rental
*  other transportation

Incidentals can be anything else: tips, porter fees, mailing costs,
forgotten toiletries, materials to clean clothes after travel, parking
meter expenses, supplies for a presentation.

Incidental expenses are anything allowed by company policy -- and the
financial staff that audit expense reports.  I once worked with
someone who was called in on the weekend to make a sale presentation. 
Because he couldn't go home first and had to buy a sports jacket, he
tried the jacket under incidentals, though accounting turned him down
on that one.
