How can I setup a Terminal server to allow users to join each other?s sessions?

I have a win 2003 server with about 10 users.  I want the user to be
able to run Terminal Services Manager so they can join each others
session to collaborate in real-time.

Is there a way to do this without making every user a admin?  I can?t
seem to find a way.  We have a group policy setup to restrict users
from doing various things. Can I modify the GPO to allow access to
join each other?s sessions.

Terminal Services Manager provides a way to do this and even asks the
user being shadowed for permission first. It works great and is a very
effective way to collaborate.

I played around with putting a shortcut to the Terminal Services
Manager program in the user?s start menus and they can access and run
the program, but when they try to remotely shadow a session (to join a
session) it gives an error that they don?t have privileges or
something like that.

What can I do to enable this to happen w/o making everyone an admin?

I belive using Microsoft Terminal services  it is not really possible..
An administrator can "override" a users session and take control using
the Terminal services manager and te "Remote Control" Option this
however prompts the current user if they wish to allow the user to
take control.

A common Practise is for multiple users to use the same logon and
"disconnect" their sessions thus allowing other users to join and keep
the Tools/screens active, this ofcourse is not recommended in a secure
system.
