It all depends on how it is measured, 

the 15day chinese new year is rather large 

there are some rather large individual parties that occur for the
chinese new year, in Hong Kong and mainland China. the are not quite
as raunchy as Rio but have plenty of colour

This however does not always falled in FEB as it is based on a lunar cycle..
it will start 18 Feb in 2007
