I have a list of on-going projects and goals I want to be reminded all the time.
Since I am in front of my laptop all day I am looking for a small
Windows program that will flash back to me these goals one at a time -
say one every 15 minutes or so, through out the day.

I don't want a detailed database system as I am already using a good
one. Rather I need something very simple to help me keep a few goals
in focus. Any ideas?

Take a look to this one, it is freeware and apparently it fits your needs:

Hi philemon-ga,

I really like your idea of having reminders of goals (and not just
appointments) pop up for you! I have a couple of programs that fit
your needs and another program that might be interesting for you.

The reminder program that I use is called Kana Reminder. I really,
really like it. I learned about it from my good friend and colleague
sublime1-ga. And it does fit your needs. You can customize it to pop
up at certain times, intervals, and with certain sounds, too. You can
also see what?s in the queue as far as reminders go. I personally have
an hourly reminder as well as daily reminders. Working on the computer
a lot, you can also have it remind you to roll your neck and stand up
and stretch and things like that now and then, too.

Kana Reminder is freeware and also has the Softpedia ?100% clean? award.

Another option is the one listed by my colleague livioflores (RemindMe).

And another program that may interest you (not exactly what you seek
and different from the two programs already listed) is Stickies.

You may find that program useful for other needs you may have. It?s
another fun one that I use now and then. But again, for your needs, I
recommend Kana Reminder.

I hope you find the information that I have provided for you to be
useful! Please let me know if you need clarification or further
assistance. Good luck!

Sincerely,
Boquinha-ga

I've recently installed the Google Desktop service and am very pleased
with it's Sidebar application - it has many great 'gadgets', perhaps
including some that might suit your needs.

I didn't see anything there that seemed to meet your needs exactly,
but it might be worth a look anyway.
