I want to start an online gambling website--more specifically, a lottery game. Players will place $1 bets and choose 6 numbers between 1 and 6. In the end, the player or players matching all 6 numbers will win (or divide) 90% of the submitted bets. I live in California. Are there any laws that prohibit me from doing this? Do I need some sort of license?

Hi nberggreen-ga, Unless you are affiliated with a federally recognized Indian tribe and are operating on Indian lands, it's illegal for you to operate a lottery in the state of California. You can read the laws on this page from the Gambling-Law-US.com website: http://www.gambling-law-us.com/State-Laws/California/ Additional Link Chapter on lotteries in a 1997 California Research Bureau report on gambling in California http://www.library.ca.gov/CRB/97/03/Chapt3.html Search Strategy california lottery monopoly california lottery law Standard Disclaimer Google Answers does not provide professional legal advice. --efn
