I want to start an online gambling website--more specifically, a lottery game. Players will place $1 bets and choose 6 numbers between 1 and 6. In the end, the player or players matching all 6 numbers will win (or divide) 90% of the submitted bets. I live in California. Are there any laws that prohibit me from doing this? Do I need some sort of license? |

Hi nberggreen-ga, Unless you are affiliated with a federally recognized Indian tribe and are operating on Indian lands, it's illegal for you to operate a lottery in the state of California.
