I'm looking for the artist and song title of a music track that was
playing a fair bit in the 90's (possibly early 2000's).

I remember the track played a lot on the European music channel "VIVA"
(and possibly "VIVA 2", their sister channel).

The video featured what appeared to be a Chinese / Asian guy carrying
a television or monitor and there were scenes of driving in it - where
the view was from a car going through tunnels etc. The video appeared
to be sped up showing the streaks of light from car headlights.

The most I remember of the lyrics is a girl in the video saying "It's
raining now" - but she was more "talking" the lyrics than singing them -
pretty certain she was English.

Been looking for years for who did this track - please help!
