The FNMOC public site says this about access problems:
=====
Firewall Problems?
Background
Many commands have recently had firewalls installed to protect from
outside "hackers". With the firewall, however, many users on the
inside can no longer access things on the outside; specifically
Metcast and OPARS data. Other commands have just recently gained
access to the web via the NIPRNET or INTERNET and want to retrieve
Metcast and OPARS data via the web.
Solution
It's pretty simple - you just have to talk to the right person.
Step 1: Contact your "Firewall or Network Adminstrator".
Step 2: If your network/firewall controls access on port 443 (the
default https port) for applications, they will need to allow for
access through the firewall. This is done by creating the following
two rules.
Rule one is from your computer to FNMOC:
Rule 1: Your IP address, your Command port,
FNMOC Web Site IP address (152.80.49.121),
FNMOC port (443).
Rule two is from FNMOC back to your computer:
Rule 2: FNMOC Web Site IP address (152.80.49.121),
FNMOC port (443),
your IP address, your Command port.
Note: The FNMOC Network Mask: 255.255.255.0

Does any of that help?
