Simply I am looking for a picture of the plaque which honors the
Buffalo Soldiers at Arlington National Cemetery.  Also if there is
anything on-line about the ceremony placing the plaque their, that
would be nice to have too.

seems like we are a little out of luck, the only image that I could
find is the one at this location

where Army Chief of Staff Gen. Dennis J. Reimer helps representatives
of the 24th Infantry Regimental Combat Team Association unveil a
Buffalo Soldier plaque in Arlington National Cemetery honoring
Spanish-American War Buffalo Soldiers.

Unfortunately the image belongs to the page 
http://www.mdw.army.mil/content/anmviewer.asp?a=28 and also on that
page does not show correctly.

I have sent an email to the webmaster for the Military District of
Washington web site to fix the link at the images and if we are lucky
the image should display correctly in the next few days.

I will keep you posted if/when the image will be placed back in the page.

Hello

seems like the web master has no intention to fix the images, I
already sent him 2 e-mails but no answer.
The Washington Post  has an article with the title "A Salute to the
Buffalo Soldier", they sell the whole article for 3.95 but I don't
know if there is any plaque or any picture.
I can point you to the article if you are interested.

Raymond Bradshaw, of Northeast Washington, stared at the 1942
photograph of an all-black cavalry regiment lined up on the stairs of
a Fort Myer barracks. He was looking for one particular soldier.

For Bradshaw, 79, and other veterans of the regiment, which served in
World Wars I and II, a recognition ceremony yesterday at Arlington
National Cemetery and Fort Myer was most welcome.

"Nobody ever seemed to know about the 9th and 10th Cavalry," Bradshaw
said, describing two units that were stationed at Fort Myer. "I'm glad
somebody knows me now. I hate that it came so late that now I am old
and crippled, but that's okay."
