I live in Mexico and am very fluent in both English and Spanish. I
have lived here for 18 years. My wife is Mexican. I am American by
birth.

I would like to get a job in the US imigration/visa office in the US
consulate/embassy in Monterrey or Guadalajara, Mexico.

I want the job of approving or rejecting visa applicants. I am not
interested in any other job. Just this specific one.

I need to know what jobs are available in these two cities. What are
the job requirements, who do I contact-- email, telephone, names.

There are no job vacancies at this time in the U.S. Consulates in
Guadalajara or  Monterrey.

Would you like the contact info of human resources of the Guadalajara
Consulate?

There is a downloadable job application form available as well.

The job vacancies available in the Mexican Embassy are:

Maybe I don't know the exact name of the office or agency that I want
to work.

I want to know about jobs in the US Immigration office in Monterrey or
Guadalajara, Mexico. If it is housed in or separate from the
consulate, embassy or whatever, I don't know.

What I do want is to know how to find out when jobs are available for
the position of authorizing or refusing visas to the United States for
Mexican citizens.

Yes, please give the info about human resources in Guadalajara. Is
there anything similar for Monterrey?

Hello Pendleton and thank you for your question.

The job you’re referring to is for Visa Assistant. The reason I know
this is because my daughter was interested in this job a few months
ago in the U.S. Embassy in Chile and I still have a copy of the job
announcement for this opening.

The most important aspects of the job description and requirements are
as follows:

“The Embassy has a job opening for a Visa Assistant position in the
Consular Section, commencing ASAP. This position reports to the
Supervisory Visa Foreign Service National. Will also report to the
Consul and Consul General.

Who May Apply: a) National Mission employees b) Chilean citizen
Residents; and c) Resident American citizen or individual with the
required work permit for employment.

NOTE: All non-citizen applicants must have the required work and/or
residency permits to be eligible for consideration.

Major Duties:

-Communicates directly with the public by telephone, personal
interview, and e-mail.
-Assists U.S. citizens, including adopting parents going through court
proceedings, and others dealing with the Chilean legal system, by
explaining local laws and legal procedures.
-Contacts attorneys for case status reports. 
-Serves as point of contact with attorneys, police and judges
regarding ACS cases.
-Researches Chilean laws and prepares legal opinions as requested by
the Consular Officer.
-Processes immigrant visa cases; is responsible for maintaining IV
case files; reviews cases received from the National Visa Center;
reviews cases for completeness and recommends cases for issuance or
further interview.
-Exercises considerable judgement applying complex immigration laws
and procedures to a wide variety of cases.
Reviews evidence for lost/stolen residence claims and prepares
transportation letters.
-Conducts anti-fraud inquiries as instructed by Consular Officer. 
-Prescreens supporting documentation for adoption cases. Reviews
incoming correspondence and drafts responses in English or Spanish as
appropriate.
-Drafts replies to congressional correspondence. 
-Prescreens nonimmigrant visa cases and makes recommendations to issue
or refuse.”

Desired Qualifications:

-“Law Degree and license to practice law in Chile. 
-One or more years of experience in legal practice. 
-Fluent oral and written English and Spanish language skills are
required.
-Must have Journeyman level knowledge of Chilean law and practice. 
-Computer skills, basic knowledge of Word and Excel are required. 
Must possess excellent customer service skills.”

Please note that the job description and requirements for Visa
Assistant are not for an opening in Mexico. It was for an opening for
a Visa Assistant in Chile from six months ago.
