topic is medical ethics.  Are there any published guidelines
concerning the question, " Is it OK for a surgeon to be late for the
operating room? What are the Guidelines?

That's a rhetorical question!  Of course it's not OK for a surgeon to
be late to the OR, but-- it does happen.  What is the reason you're
asking?  If you explain why you're asking, the chance of you receiving
a satisfactory answer will go up dramatically.
