My program is hidden at system tray
I want to implement a popup notification like MSN user login.
(raise a message when user login, and message will sink after 10 secs)

The message is in a rectangle box, will raise at right bottom corner
(on top of system tray) when a event occurs.

And after idle 10 secs, the rectangle box will sink smoothly.

It just like MSN will popup message when your friend login.

Please tell me which API can do this?

Any following language is OK:
. Python (wxPython)
. Visual C++ (MFC)
. C#
. Java
