Hi,

   In all likelihood, Disney still owns those rights. Scarecrow was
done long enough ago that it was produced by Disney 1st hand, rather
than being produced by & licensed from some independent producer. And
Disney has always tended to jealously retain the rights to everything
it's ever produced.
