I wear noise canceling headsets during my frequent airplane trips.
Following the rules, I turn the noise canceling feature off during
takeoff and landing. Recently, however, I have been told by a few
flight attendants that I cannot wear the headsets during takeoff and
landing even though they are turned off. They claim that this is an
FAA regulation.

Yet the majority of flight attendants say that they simply have to be
turned off for takeoff and landing, but they still can be worn on the
head. I am tired of getting into arguments with the attendants who
make me take off my headset. Is there an FAA regulation about headsets
being removed during takeoff and landing? And if there is such a
regulation, how come ear plugs are allowed?

Well, this looks like the regulation on electronic devices:

There are a few other parts with nearly identical sections which refer
to other classes of aircraft.  The regulations seem to say that with
the exception of portable voice recorders, hearing aids, heart
pacemakers, and electric shavers, no portable electronic devices are
permitted for use on such an aircraft UNLESS the holder of the plane's
certificate makes the call that a particular device won't interfere
with the instruments.

The section says nothing about wearing headsets.  It's possible that
it's somewhere else in the regulations, but I highly doubt it.  The
airline likely doesn't want you to wear a headset because they want
you to hear their announcements, and because it's harder for the
flight attendants to tell if you're using an electronic device.

It's probably easier to check that nobody is wearing headphones than
it is to check that everyone's headphones are turned off.
