First, it's to run on a Linux server with some reasonable level of
security; and we only have shell and Web access to no Java-based
software, etc.

1) Believe it or not we plan to entire replace the mailing list each
month. No need for users to be able to change their own info. We'll do
that and deal with bounces manually. However we need an easy way to
upload a new list.

2) It would be ideal if messages were sent out in stages instead of in
a huge sudden flurry. We're using this for legitimate purposes, namely
a single opt-in survey panel, we don't want to look like spammers.

3) I'd like to be able to install it without becoming a Linux programmer. 

4) Need to have an announcement only option.

Any ideas would be welcome. Though we use CPanel, we never got Mailman
working and it's more than we need anyway. We looked at Minimalist but
it doesn't do mail delivery in chunks as far as we know and also
probably isn't too easy to replace the whole list each time.
