I am familiar with the primary means test under the new bankruptcy
law: make less than the state median income. But I have heard about
this second means test whereby a person may not have more than $100 a
month in disposable income s/he cannot file. Does this apply to
everyone, or just people who make slightly higher than the state
median? In other words, if I make well under the state median, do I
need to pass the second means test?
