Do any US cell phone service providers offer service in London UK?

Usually when you cross into another country the local service provider
will take over your cell phone.

This means:-
You will have the same phone number.
You will pay the local tariff.
You will get all the features and benefits of that service provider.

This is with a pre pay cell phone only I believe (not sure what will
happen to a contracted/pay monthly)
