I'm looking for a free/open source software library, preferably in
python, which generates text effects such as word art and animations
(programaticaly).

For example, Xara3D or www.blinkyou.com generates such graphics.

IIRC, cooltext.com is powered by the GIMP with a PHP/Apache front end.
