Here is a site that list reputable agents:
The Casting Store

They provide a list of Screen Actors Guild (SAG)
franshised agents in the Hollywood area,
showing the type of talent they represent.

They provide tips for beginning actors

Incidentally, they have links to various casting services
that don't require union membership. Some people I know have
used these kinds of services to get some daily work.
If an extra can catch someone's eye, they may be able to get a
bit part that would give them points towards getting their SAG card.

If you've ever noticed the credits at the end of films, sometimes you
see that the casting was done by someone, CSA.
That is the Casting Society of America.
I did a Google search for Casting Society of America
and the very first link took me to their website

If you click on "members, regional listing," it will
take you to a page that starts with Los Angeles.
I've opened it up to the direct URL for you:

The page contains the listing of all members, with
phone numbers. Sorry, they don't list fees. And only a
few have websites. Bear in mind, these are the casting
DIRECTORS, not the agents. The agents pitch to these folks.
You may want to call some of these people and ask for
recommendations. (If you're really smart, you'll talk
to a secretary or receptionist who gets all the calls
and knows which agents calls are being put through.)
Or, if you do find an agent you think you like, you might
want to ask these casting directors if they've ever heard
of them or do business with them.
They give you some guidance on how to get an agent
and, like the Google members below, warn you about scams.

Don't go too overboard on avoiding people who want to
charge you. If it's to get a professional portfolio
produced, it's worth the cost.
