The answer is Tony Banks.
It is quoted in The People Newspaper 11 March 2001 in an article about
"brown nosing". There are several quotes in the article and this is
one of them:
"A new Blair, Chelsea to win the Cup Final, it doesn't get any better

I'm pretty sure it was former Sports Minister Tony Banks, but I can't
tie the quote down to a specific paper/TV broadcast/radio show

I thought tony banks too, but like me you probably got the quote about
congratulating Cherie on giving birth before kick off...Its probably a
quote from the same radio five live interview.

Tony Banks is a famous Chelsea supporter. Tony Benn is not known for
his football affiliations :)
