My insurance company is charging me excessive rates because they claim
I got a traffic ticket somewhere in california in 2004. They gave me
the ticket number, but they couldn't tell me where it was issued. I

Zclone,

A good place to start searching for this kind of information is
California's DMV "http://www.dmv.ca.gov/faq/genfaq.htm#BM2547" from
here you can get a copy of your driver record to compare against what
your insurance company is saying.

Here is another site to check out: http://www.rmv-records.org/index1.html

Hopefully this will get you started.
