Hi, what would be the best way to hire an Indian it programmer with
good English speking skills?

I am also considering using a company for the outsourcing, but since
our it-needs now are limited, I suspect that any business deal would
be to little to reep any economic profitt.

If you can find Indian firms that do smaller outsourcing jobs this is
also of interest, but my main goal is to be able to hire someone
working as a consultant from home.

You could go to guru.com. You post what you want done and you'll have
not just Indians but Romanians, Estonians and pretty much any type of
programmer you'd like post bids.

I've done this before with some success.

Go to eLance.com where you can post your project description and get
back project bids.  Not all will be from India, but since I assume
you're actually worried about cost and not geography, it should meet
your goals.

I've posted a couple of projects up there and as long as you pick
service providers with good references (as opposed to the lowest
price), I imagine you'll have good luck as I did!
