Was the Hundred Flowers Movement a genuine attempt by Mao's government
to create a more open society which subsequently went out of control?
(and was then halted)

Or was it a cynical attempt by the government of the PRC to "egg on"
and expose those who were potentially disloyal to the Communist
government?
