Ive given it a good shot, but am not sure youll be satisfied.
The best information I found was in books, not in journals,
as you requested. The two books below appear to contain
chapters on project close-out. Both are available on Amazon.com
and are rather pricey.
1)Total Construction Project Management, by George J. Ritz.
A Review from Book News, Inc. says: "A practical guide for
construction managers on how to complete construction projects as

2) Construction Project Administration (6th Edition)by Edward R. Fisk
Book News, Inc. says this book: "Covers all information needed by
design professionals, project managers, contract administrators, and
resident engineers or inspectors, laying out steps for conducting
on-site project administration. Contains chapters on areas including
the project delivery system, resident inspection office
responsibilities, documentation, construction laws and labor
relations, meetings and negotiations, materials, claims and disputes,
and project closeout. Includes chapter problems, sample forms, and b&w
photos of building sites. Fisk is a construction consultant in Orange,
CA, and teaches short courses for the University of California and the

I am not able to obtain an index to the journal Construction
Management and Economics. I think if you do get one at your
University library, that publication would contain an article relevant
to your paper. The articles I did find below may contain references to
closeout procedures. (Some are articles, some just book reviews which
can point you to a relevant book.)
