what is the correct capitalization for a letter a) that begins "Good
Morning" or Good morning" and b) "Dear Everyone" or Dear everyone".

These are actually for email beginnings, but rather than get into what
protocol differences might be for email, i'd like to transpose what
the correct letter use might be.

The first word in the salutation and complimentary close of a letter: 
My dear Carol?
Very truly yours?

Therefore, the correct way would be:
Good morning,
or
Dear everyone,
