I need a free website where I can reliably check the loading speed of
a web page (not just a top level domain).

I will tip $5 if the website allows me to mimic loading speeds from
different countries (I have seen this before).

Hello macaonghus-ga,

I knew a great website for this existed myself and have finally located it. 

Alertra - The Uptime Company http://www.alertra.com/

They have free services and you might consider signing up for their
free 30 trial as well to get their full locations.

They provide, free of charge, tests of a web page from several countries.

I would recommend toast.net and speakeasy.net. I belive toast.net's
speed test allows for international server testing. They both work
very well.

Just and FYI on my comment. I misread your question. These sites allow
you to test the download and upload speeds of an internet connection.
Hopefully a researcher will attempt to answer your question.

it provides performance monitoring free of charge, you can monitor
several sites and also get alert notifications
