We need images library for our CMS program.
We like to use the images for our templates library or to let our
users to put images on the website.
We need to put the images under out interface and not link the user to
other website to get them.

Someone can help me to find good solution for that? we don't care to
pay good money but we don't find any program like that.
(I'm think, API option will be good)

Can you clairfy what it is you need?

Are you looking for a collection of assorted images you can purchase
and then use on your website?

I'm not sure what you had in mind with the reference to an 'API option".

Also, a CMS program can be many different things...would you care to elaborate?

Maybe you can embed gallery into your cms system.

There are lot of Free Software Image Galleries that you can use with your CMS.
