Every time we go to the movies and stand in line, my kid plays with
the thing that guides people to queue.  It is a self-standing tube
that has a retractable belt inside that you pull and hook it to
another one to form a barrier.  I looked at one and it had a
manufacturer - lawrencemetals.com but I cannot find that web site.  I
have in my head the name retractable barrier, but couldn't find
anything on eBay. As it is for my kid's amusement, I don't mind a used
one - the cheaper the better.  (Hope that made some kind of sense to
someone).

As you have probably noted, these products are rather pricey. If your
daughter's main fascination is with the retractable belt webbing, you
might want to check out something like this (I'd remove the hooks,
though, for safety):

Dude, there are better toys for kids.  He just plays with the
stanchions because he's bored and there's nothing else to play with. 
Actually getting one for your home is just plain weird.
