Is it safe to install OEM seat-heaters in a car with cloth seats?  If
so, why do almost all automakers require a leather interior as a
pre-requisite for the option of heated seats?

It's a way to sell leather interiors.

Thirty plus years ago I had a SAAB with cloth seats and seat heaters,
and my present and previous Volvos had/has them, and only leather trim
on the seats.
