a: a list of target customers: Who sells software online?
The answer to this, as you may already know, is almost every company
that writes software! Even IBM sells software online!

wants to set up an online shop.
I will work on this to give you an exhaustive list of software
companies you can approach.
Another thing I noticed during my research is that many online stores
provide links to other online stores! For example, Yahoo Shopping
provided a link to Walmart. When I tried to look for the same page in
Walmart (through it's own URL), the page was unavailable! Just a point
to think about...
b. a list of software commerce sites. Where do vendors sell their
software (besides their own site).
This list I have already been providing you.
As you can understand, it is taking many hours of internet searches
