I am looking for options that would allow people to download to their
own computer a website or a set of web pages and then be able to
interact with these pages on their own computer without internet
access. I understand that this won't work for pages with content
filled by a database.

The purpose of this is to allow people making conference presentations
to download web content that would enhance their presentation and then
be able to present that content during the conference without needing
a connection on site. Presumably, this could involve, for instance, a
presenter showing 10 resources in a particular field - pages from
different sites that illustrate or enhance his presentation. Or, it
might be a presenter downloading her own complete site and showing how
to navigate through it and the content and features available there.

In Internet explorer have you tried the following

Go to a website and click

FILE - SAVE AS

this will download the website to your computer.

Alternatively the user could book mark the website in Internet
Explorer 6 and then choose FAVORITES -> Organise Favorites
highlight the website they wish to make available and then tick the
box "make available offline".

This would satisfy your request.

I belive this http://www.surfoffline.com/ is the type of software you may need.

It downloads entire sites and allows you to view them offline at a
small cost per machine.

If all you want is to download a single webpage, and if you are using
Internet Explorer, the method mentioned by keystroke-ga is probably
the simplest way to achieve your goal.
