After reviewing the data on the Draytek V2900 VPN router I would
strongly advise that you configure the Draytek to be your Internet
connection appliance and to terminate VPN connectivity directly.

Applying an IP passthrough on the Netgear or port forwarding for VPN
connectivity could cause problems for setup and tear down of VPN
connectivity.

As the Draytek has an excellent inbuilt firewall I feel that the
protection and the VPN and Internet connectivity that you require is
all contained in the single box.

When I install a firewall I usually install it on a /28 network which
gives me more than one external IP. This way connectivity is created
using a Cisco router and the Firewall / VPN concentrator / VPN
termination point has its own IP address which allows for ease of
access for the VPN connection.
