Hello. 24 states have statewide initiative & referendum processes that allow citizens to directly initiate and vote on a constitutional or statutory amendment. They are: Alaska Arizona Arkansas California Colorado Florida Idaho Illinois Maine Massachusetts Michigan Mississippi Missouri Montana Nebraska Nevada North Dakota Ohio Oklahoma Oregon South Dakota Utah Washington Wyoming Sources: Vote.org http://www.vote.org/states.htm Direct Democracy http://groups.msn.com/DirectDemocracy/general.msnw?action=get_message&mview=1&ID_Message=7 Additionally, three states have a statewide process which allows citizens "to gather petition signatures to refer a law passed by the legislature to the voters; the law in question does not go into effect until approved by the voters."
