I'm quite certain that your movie is "American Dreamer." This is one
of my favorite films, and I recognized it instantly from your
description.

"Frustrated housewife/writer Cathy Palmer ghostwrites a story about
Rebecca Ryan, a dashing international spy, and wins a trip to Paris.
While there, she is involved in an accident, and awakens in the
hospital believing she IS Rebecca Ryan. Much craziness ensues as she
meets the writer of the Rebecca Ryan books, thwarts real international
spies, and eventually gets her memory back."

"[JoBeth] Williams is a housewife from Ohio who escapes in trashy
romance novels about a woman named Rebecca Ryan. When the publishers
of the books hold a contest to see who can write the best outline for
one of the novels, she wins a trip to Paris to meet the author of the
series. There a blow to the head disorients Williams, and she becomes
convinced that she is Rebecca Ryan. With [Tom] Conti, the son of the
author, she becomes involved in some real-life intrigue."

TV Guide Online: American Dreamer

"JoBeth Williams plays the title character, Cathy Palmer, a bored
suburban housewife who fancies herself a writer. At the start of
'American Dreamer,' Cathy wins a contest for having submitted the best
plot outline for a new novel featuring the apparently hugely popular
Rebecca Ryan. Rebecca Ryan is a fictional character who goes around
the world having close brushes with death and handsome men as she
settles international crises.

Cathy's prize is a free trip to Paris for two to meet the actual
author of the Ryan novels, though she must make the trip alone because
her husband (James Staley) is too busy with his boring job and boring
friends.

Shortly after she arrives in Paris, Cathy gets conked on the head and
wakes up believing she really is Rebecca Ryan and really is in the
middle of some totally incomprehensible political plot."
