What does the Army acronym "WDGAP" stand for? It is used in a number
of Army historical sources in footnotes but I cannot find an index to
abbreviations. In addition to providing the meaning of this acronym,
can yu direct me to an appropriate centralized source for Army
abbreviations?

It seems likely to me that the "WD" stands for "War Department."

I disagree. The General Accounting Office has long since been commonly
referred to as the GAO. The subject matter of the circulars that bear
the WDGAP acronym are outside the scope of the GAO.

Tutz is right.  It seems that WDGAP does date for WW II, justifying
"War Department.  The references I found seem all to be about
personnel, Army personnel, but since some are to "WDGAP, Personnel
Division".
Maybe "War Dept. General Admin. Procedures"  ??
